Naval Facilities Engineering Command

Under separate renewable annual term Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts, our firm has more than 30 years’ experience as Prime Professional Contractor for Naval Facilities Engineering Command (NAVFAC), Northern Division, Philadelphia, P.A. A wide variety of projects have been completed at various NAVFAC facilities including the following:

Philadelphia Naval Ship Yard/Business Center

Gillan & Hartmann, Inc., as Prime Professional, has prepared assessments, cost estimates, design analysis, plans, specifications, construction period services, and major Title II Inspection Tasks on more than 115 separately funded facility building, utility and steamline projects, throughout the U.S. Naval Shipyard, Philadelphia Naval Business Center, Philadelphia, PA. The complex contains over 50 miles of steamlines and a vast network of mechanical and electrical systems and utilities including electricity, fuel, water, and sewerage.

U.S. Department of Labor

The Job Corps is the nation’s largest residential education and training program for disadvantaged youth. Since its inception in 1964, Job Corps has guided more than 1.5 million young people away from lives filled with poverty, unemployment, crime and welfare, and steered them towards brighter futures filled with self-confidence, independence and productive employment.

Edison, NJ

G&H provided the design and upgrades to the mechanical, electrical, plumbing and fire protection systems for these campus facilities at Edison Job Corps Center:

  • Dormitory: New 68-bed female dormitory (13,500 sq. ft.) to accommodate 68 students. The design is residential in scale and character to foster personal feelings of family living.
  • Administration Building: New administration building (13,000 sq. ft.), which serves as a “focal point” as the visitor passes through the entrance of the Job Corps Center.
  • Culinary Arts Building: Additions to existing Culinary Arts Building (2,700 sq. ft.) for training classes of 20 students throughout the day. The project included demonstration kitchen, prep and storage areas, and “smart” classrooms.
  • Gymnasium: Additions to existing gymnasium (8,700 sq. ft.) include a pool hall, a weight/aerobics room, an arts & crafts area, and a snack bar with seating. The design will suggest an assembly/recreational space.
  • Academic Education Building: Addition to Academic Education Building (11,000 sq. ft.) accommodates classes for Accounting, GED, Health Occupations, Health Education, Testing, ESL, OEP, and a Library.

Wilmington, DE

G&H provided the mechanical, electrical, plumbing and fire protection engineering for this new 40,000 sq. ft., 150 non-residential student facility located on a 2-acre site in the historic district of Wilmington, DE.
The facility provides space for vocational training, academic education, food service, recreational activities, medical/dental offices, cafeteria, and administrative offices. The project required coordination of the State Historic Preservation Office.

City of Cape May, NJ

G&H completed the planning and design of all mechanical, electrical, plumbing, fire protection engineering, utility master planning, and energy consumption optimization for the Cape May Convention Center, a new 20,000 sq. ft. facility located on Cape May’s beachfront. Additionally, the firm maintained vital communication with the Local Fire Marshal and City Officials as well as Electrical and Gas Utility Companies throughout the design process. The Final System design included the following components and systems.

The new Cape May Convention Hall is home to performing arts concerts for up to 1,000 people, as well as seminars, weddings, and banquets for up to 600 people. It features state-of-the-art audio/video equipment, sound proofing in the main hall, and high-speed internet access.

HVAC

  • Fluid Cooler and Boiler Water Source Heat Pump (WSHP) System
  • High Efficiency WSHPs throughout with extend range capabilities
  • High Efficiency WSHP 100% Outside Air Ventilation System with Energy Recovery to provide cleaned outside air at neutral air temperatures and humidity levels for high quality ventilation air throughout
  • Packaged Rooftop DX/Gas Fired Units with Energy Recovery for Large Hall Space to provide exact performance/capacity via integral modulating gas and digital scroll compressors to match the ever changing dynamics and utilization of the Hall Space and Occupancy; and CO2 Demand Control Ventilation (DCV) outside air control to increase unit and building efficiencies based on Occupancy Levels.

Plumbing

  • Remote dedicated point of use instantaneous water heaters to localize load locations to reduce piping, recirculation pump(s); and to provide domestic hot water as an “on call” basis only, thus reducing energy utilization.
  • Localized tank water heater for kitchen use to reduce piping, recirculation pump(s).

Fire Protection

  • Building-wide Automatic Wet Fire Suppression System

Electrical

  • Individual electric metering for Main Building and two Retail Tenant spaces
  • Energy efficient lighting
  • Central battery powered emergency lighting inverter
  • Programmable interior and exterior automatic lighting control
  • Building wide addressable fire alarm system
  • Theater-type non-dimming and dimmable stage lighting control system
  • Company switch power outlets for stage performer use

Honey Brook Township

Montgomery County, PA

G&H served as Consulting MEP Engineer on this new, 12,400 sq. ft. pre-engineered Township Maintenance Building with full basement. The facility consists of office space, lockers, toilet rooms, showers, and a 15-bay, drive-through garage. The garage consists of the following:

  • Storage for trucks and equipment
  • Repair and maintenance areas
  • Parts inventory and material storage
  • Tool room
  • Floor drain system with oil separator

An attached wash bay is used to clean trucks and equipment. The office area is cooled by a split system air conditioning unit with heat recovery. The heat recovery unit rejects heat to or from, the building exhaust stream and preheats or precools, depending on the season, the outdoor air used for ventilation. Heat for both the office space and garage is provided by a high efficiency, oil-fired boiler and radiant floor heating system using cross-linked polyethylene pipe embedded within the concrete slab. The garage area is also provided with a summer ventilation system consisting of 100% outdoor air fans and motor operated dampers.
