Gillan & Hartmann, Inc. (G&H) was responsible for the mechanical and electrical design of a three-story, 120,000 sq. ft. office building in Emmaus, PA. It was designed as a state-of-the-art “Green” building with a focus on energy and resource efficiency. In executing this concept, G&H and the Architect/Engineer Design Team incorporated such features as the following.

Key mechanical and electrical components included
- Completely integral Direct Digital Control System (DDC) with energy management and monitoring capabilities
- Filtered and conditioned ventilation air delivered directly to each office through a single, directable outlet
- Energy conservation techniques such as thermal storage, energy management, variable volume air/water flow, and high efficiency condensing boilers promote efficient use of utilities
- Mechanical systems include variable speed drives, digital controls, thermal storage, and dedicated ventilation systems
- Low NOx boilers, propylene glycol, and R-134 refrigerant were specified to minimize environmental pollution
- A state-of-the-art fire alarm system with smoke evacuation and sprinkler systems maintains occupant safety
Naval Supply Systems Command (NAVSUP) Headquarters
Gillan & Hartmann, Inc., as part of an open-end, multidisciplinary architectural/engineering contract, was tasked with the design of the conversion and modernization of Building 309, a 200-foot by 600-foot warehouse, to serve as the headquarters of the Naval Supply Systems Command (NAVSUP). NAVSUP was relocating its headquarters from Crystal City, Virginia to Mechanicsburg, Pennsylvania.
The warehouse, which was originally constructed in the 1940s, required major cosmetic and infrastructure renovation and modernization to accommodate its new role. In accomplishing the design effort, G&H was requested to work with three architectural firms to achieve a coordinated overall design. Responsibilities included: new HVAC, plumbing, and fire protection systems; all fenestration; exterior lighting; admiral in charge, separate entrance and parking area; facades; entrance lobbies; landscape design (handled by a sub consultant).
The Barclay
Adaptive re-use of this historic West Chester (PA) mansion to professional offices. Originally designed and constructed as a large family mansion in 1866, the facility was later expanded and converted to provide skilled nursing services. Following the opening of a new retirement facility, the building was purchased by a Consulting Historic Architectural/Anthropology Firm. Space was provided for offices, conference rooms, laboratories, a research library, and storage/support areas.
Gillan & Hartmann, Inc. (G&H) planned and designed totally new building systems, including Heating, Ventilating and Air Conditioning (HVAC), Electrical, Plumbing and Fire Protection. The new, highly efficient HVAC System was designed to provide individual control to each office and work area.
The Tri-Plex
The development and implementation of the OM&S Services Program for the City of Philadelphia (PA) requiring a comprehensive assessment of all of the general construction and building systems of the three buildings, including Electrical Emergency Power Generation and Distribution Systems.
Based on the acquired intimate, in depth understanding of all building systems, G&H developed all the Operations, Maintenance and Support (OM&S) assessments and documentation for three major City of Philadelphia-owned buildings in Center City Philadelphia: The Municipal Services Building (MSB), the Criminal Justice Center (CJC), and the One Parkway Building (OPB). For these three buildings, known as the “Tri-Plex”, G&H developed a qualifications-based, best value award approach for the City to select a contractor to provide operations, maintenance and support services, including Specifications for Service and Maintenance Contracts for emergency generators.
The objective of the OM&S effort was to provide service which maximizes the life of the physical plant facilities through prevention of failure attributable to inadequate care/improper adjustments; lack of attention; tardy response to disturbance notices; failure to follow manufacturers’ instructions; failure to take remedial steps; failure to recommend changes to design/construction, duty cycle, and/or operation; failure to prudently, assertively, and promptly enforce in-place guarantees/ warranties and maintenance contracts; failure to establish new or renew existing maintenance contracts; failure to maintain an attic stock of appropriate spare parts and replacement equipment; failure to train on-site service force; failure to establish the necessary on-site manpower levels.
As a result of our work, the City was able to save approximately $1.2 million per year, as follows: At the MSB and CJC, the City saved 15 percent ($780,000) over an in-place management contract that was not renewed. Savings at the OPB are $375,000 per year.
Municipal Services Building, a newly renovated 16-story office building, consists of about 600,000 sq. ft. of occupied space including lobby level, concourse level, basement level, and 16 floors of first class office space. The renovation was carried out over a five-year period under multiple architectural/engineering contracts.
Criminal Justice Center, a new 600,000 sq. ft., 14-story building, including 65 court rooms, administrative offices, holding cells, jury rooms, public waiting spaces, sub-basement, basement, mezzanine, and penthouse.
One Parkway Building, is the former Bell Telephone Building; a 372,000 sq. ft. 18-story high-rise recently renovated/converted to City offices.
The Ridley Marina
Gillan & Hartmann, Inc. was commissioned to provide mechanical, electrical, plumbing and fire protection engineering planning and design services for the construction of a 10,219 sq.ft. Restaurant/Office Building at the Ridley Township Municipal Marina in Delaware County PA along the Darby Creek.
The new marina building will serve as a restaurant/bar with a small portion as an office for the marina operations. The marina has various security cameras, slip and dock card access for 24/7 access and a dock sewage pump out station. The new facility was designed to meet FEMA requirements and has a full service restaurant with a modern kitchen, outdoor dining, outdoor bar with glass folding partitions and an outdoor terrace with motorized retractable awnings.
The system design included zoned gas-fired packaged rooftop units with energy recovery and CO2 demand control ventilation (DCV) to control outside air and exhaust air flow to meet requirements based on occupancy level. Dual gas, water and electric services were provided to the building for separate metering of the marina office and restaurant/bar tenants. Plumbing systems consist of gas-fired water heaters, point-of-use grease interceptors, sensor flushometers and building wide automatic wet fire suppression system.
The new marina building was provided with LED lighting with automatic lighting controls, an addressable fire alarm system, gas-fired generator, and upgrade site lighting.
The new restaurant/bar with the ability to serve up to 295 people. It features cable flat screen TVs and wireless internet throughout. The office portion serves the marina office operations, including housing the facility’s extensive security camera and card access system.
Lancaster County Airport
Provided mechanical, electrical, fire protection and plumbing engineering and design for a new 22,000 sq. ft. service and repair hangar and renovations of an existing hangar at this Lititz PA airport. Design was completed in strict accordance with FAA, NFPA-409, and local jurisdiction design standards.
The facility provides: annual/100-hour inspections; routine service; SB/AD compliance; engine mount upgrades; composite/fuselage repair/paint; upgraded equipment installation; oxygen system installation; avionics repair and upgrades.
The project included renovations of the existing hangar included: reconfiguration of space to accommodate increased parts inventory, expansion of the retail sales department, and improvements for the crew lounge.
Ronson Aviation
Gillan & Hartmann, Inc. provided mechanical, electrical, plumbing/drainage, fire protection, and energy engineering for a new two-story, pre-engineered, maintenance/repair executive terminal hangar and administration building.
Ronson Aviation, Trenton, N.J. is a certified FAA repair station, and provides airframe and power plant repair/replacement/modification services; avionics repair/installation. The company maintains an extensive inventory of parts.
The new facility will provide crew and passenger lounges, administrative offices, and an enlarged parts department.
Design for the fire suppression system is in compliance with NFPA-109 Standard on Aircraft Hangars, and NFPA-16 Standard for the installation of Foam-Water Sprinkler and Foam Water Spray Systems.
